My fault. ARB was waiting for revised instructions listing/showing the label and I was waiting for the Test Letter. I sent off the revised manuals this morning. I apologize for the delay. It was my mis-understanding. More "i's and t's". I do believe all is done with the paperwork this time. If I had known, I would have done it a couple weeks ago. Evidently my labels in the other thread were wrong as well. They should have looked like this:

Spark Plug Gap: 0.8mm (0.032")
The manual was supposed to have the "Place the tune-up label under the hood adjacent to, but not covering, the vehicle manufacturers Vehicle Emission Control Information (tune-up) label." instruction. Now we should be back on track. Again, my apologies but this is my first attempt at CARB.
