OK,
I removed all of these parts and replaced them with a relay. I think there is probably a cleaner and cheaper relay out there but, it works. :) I used a generic relay from AutoZone. It is part number A6R-MR36. I will post a drawing in a bit.

The relay circuit looks like this.

Tom just so I have this right all of these parts come off the car and do not come back at all?
On your second drawing what part is new? I know I am not easy to get a point across to and there is no hurry but would like to understand.
I am still not having any cells even though I have it installed the wrong way.

Thom,
Yes, all of those parts come out and get stored wherever you stored the rest of the parts that came off during the original install. All that goes back is the relay pictured here that has four wires. Two wires connect to the two wires from the old VTCS solenoid valve and two connect to the two wires from the old VTCS boost switch. You also have to plug the barb on the VDB where the vacuum hose used to come from. Again, I can confirm that this fix is an absolute fix.
The wiring job in the picture was done in 5 minutes at the testing lab with minimal tools (pliers and my pocket knife). I will clean it up as time permits but it makes it easy to illustrate. When I ship 01-05 PC-Pro/harness assemblies, I will have it already on the harness.
If anybody knows where I can find a small 12VDC relay encapsulated with pigtails, let me know. The relay is simply logic switching so no current capacity is needed. TIA

My opinion: For people with out any electronics background, and if the schematic is accurate, don't wire the relay coil backwards. Verify the wire going to the part marked "86" is ground. If you do wire it backwards it might blow the driver circuit in the ECU because there will be a momentary short across the diode until it blows. Which ever is stronger will probably live and you better hope the ECU is stronger.

Tom Thanks for all you did. Thank You very much..
What do you think about why I am not having the cell right now, the way I have it set.

I wasn't getting the cell either after I moved to a lower elevation without any of the added parts. Before I moved I was getting the same as you guys originally had, whatever they were. I think it is a real close vacuum situation and you got lucky. If you can find some high elevation to drive in, I think you might get a code occasionally. How high are the Appalacians? (I don't want to look up the spelling)

Strictly the grace of God. He probably thinks you have suffered enough. ;)

Well the car is in sleep mode now for the winter so that will have to wait till spring, But I will take it to the Gap in Tenn. (smoky mountains) which is about 5 to 6,000 ft. then and will see. or not I hope.

Ya: no one else can figure it out either.;-) Maybe Kyp J; might have the right idea?
